This proximity means county-level engagements weight the Trust Ledger's Consistency Over Time dimension especially heavily, since county staff turnover and resource constraints make consistency the hardest thing to sustain.

Our current body of work is concentrated in national-level SAGAs, public institutions, and ministries. We haven't yet completed a county-level prototype, and we'd rather say so plainly than stretch our national-level work to imply otherwise. As we take on county-level engagements, this section will reflect that directly.
